RMF and The Architect of the Capitol (AOC) have worked together on projects the past 24 years. RMF holds a multiyear Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract to provide Professional Engineering / Architectural Services for the Capitol Power Plant Facility, which is operated by the AOC. This contract primarily includes the upgrade and consolidation of steam, chilled water and electrical power generation as well as plant and tunnel infrastructure, which serves 17 million square feet of historic buildings on 400 acres.

Facing aging infrastructure, including 60+ year old boilers and 40+ year old chilled water plant equipment, the Capitol Power Plant (CPP) required upgrades to maintain the goal of 100% reliable systems. Additionally, the AOC aspired to improve energy and water efficiency, while preserving the historic nature of the sites.
One of the largest sewer design projects ever undertaken by RMF was the relocation of the brick sewer through the CPP property to permit the construction of the WRPE. The new 15’ x 17’ combined sewer was designed to carry effluent and was constructed and tied in while the original sewer remained active.
RMF also surveyed and/or provided construction documents for the heating and cooling piping infrastructure throughout several major legislative buildings, including:
• Thurgood Marshall Federal Judiciary Building
• Longworth House Office Building
• Ford House Office Building
• Rayburn House Office Building
• U.S. Supreme Court
• Thomas Jefferson Building
• John Adams Building
