Randall S. Webster Emergency Operations and Communications Center

Horry County’s EOC and E-911 Communications Center were located in two separate facilities. This project combined the two county government critical facilities into one new 43,597 SF facility. This building is a category 5 hurricane hardened structure and includes administration offices and conference areas, public access areas and facility services and support areas. The facility is able to withstand winds up to 160 miles an hour and missile level fired at 80 feet per second. RMF provided the MEP/FP engineering services for this facility.

The purpose of the building is to maintain emergency communications and response both during and after an emergency event. Based on the unique requirements of the building and its primary function, a detailed and coordinated approach to the emergency backup and redundancy systems was required.

The facility is equipped with redundant systems (HVAC, sanitation, and power) allowing a minimum of 72 hours of continuous “off-the-grid” operation for vital systems and areas.
